Start by changing from "Let the 3d application decide" to the third choice with the slider set to quality. Also try turning off the Depth of Field in the game; I believe this should fix the issue. If that doesn't help, you can switch to the DRS option, which essentially works against DLSS. The GPU will render the game at a higher resolution than 1080p and then reduce it. This method has helped me with older games, though it might lower your FPS slightly.

I'm not entirely confident a 1080 will boost everything fully, but it should still be quite usable. I wouldn't suggest picking a monitor right now since I'm not very knowledgeable and I don't want to share inaccurate advice. You might want to explore the forum there—it has a dedicated part for displays and panels. Edit: take a look in the 'Displays' section, okay?
