It's actually quite good, the 5060ti 16gb. I had one for a while and using DLS and frame generation made it a solid choice. I ended up getting more money back and received a 9070xt, but even on a budget, at 1440p it was reasonable for the cost I believe.
DLSS definitely has its uses, though I'm not sure about frame generation. Input lag might be bothersome, but since I have an RX 590, it's hard to say if it's a big deal. Probably the main issues are price and memory size—most people complain about those. For me, the cheapest 16GB model is around 480e, and the cheapest 9070XT is 780e, which is pretty crazy.
I understand your concerns. The current status regarding whether the 6000 and 7000 series will receive FSR 4 remains unclear. It seems the 9000 series might be the only one to adopt it at this time.
Currently its a 9000 series exclusive, it makes use of the fixed function hardware thats in the GPU, and that hardware isnt available on any of the other series, so it doesn't currently work with them. There is supposedly a plan to get a version of it working with the 7000 series, but i haven't heard anything more one way or the other about it for the past couple of months.
9060 xt fsr4 offers a much smoother image with better water textures compared to fsr3. You might notice a price reduction on the rx7700 if 9060xt steps in and either competes or surpasses it, though the 128-bit bus isn't perfect but it does have all its x16 lanes.
