Hello everyone, I have a really weird problem that I have never seen before and I am completely stuck. It has been driving me crazy for the last three days, so please tell me what to do next. I built this new PC with a 9800X3D, 64 gigabytes of RAM that is fast (6000mhz CL30), and a Gigabyte 5090 graphics card running on Windows 11. Everything looks fine so far, but here is the issue: I have three screens plugged into my graphics card, including a TV and two monitors. My first monitor has GSYNC set to 240Hz, my second has GSYNC set to 120Hz for that 2nd screen, and my LG TV only gets HDMI connected at 60fps because that is the one port that works with it. I am using a specific NVIDIA driver version (576.28) which I think is the only stable one for this card since newer ones have too many problems. When I watch videos in VLC or other apps, they run smoothly on my two gaming screens but when I move them to the TV, the picture looks like it moves at 10 frames per second. It feels slow and weirdly stutters sometimes. Even Netflix on a desktop app and Stremio are acting up with low frame rates. On the other hand, watching YouTube in Chrome is very smooth at 60fps! Here is what I have: CPU is a Ryzen 9800X3D with a Lian Li cooling tower. Motherboard is GIGABYTE X870 AORUS ELITE WIFI7. RAM is G.SKILL DDR5 64GB fast Trident Z5 RGB Black. Storage has two big Samsung SSDs: one 1TB and another 4TB. Graphics card is a Gigabyte GeForce RTX 5090 with 32 gigabytes of VRAM. Power supply comes from FPS FORTRON 1350 Platinum. The case is Lian Li O11 Vision Compact. I am running Windows 11 Pro on 64-bit. My screens are an ASUS ROG SWIFT PG39WCDM, an ACER PREDATOR Z1, and a LG TV 60UJ6517. What could be causing this? After that, manually install the newest driver from Nvidia's official website using an administrator option when opening the installer file.

Thanks so much! I've put together every part of this setup now. The BIOS is updated to the newest one, the graphics chip inside it is turned off, and I removed AMD software using DDU. Just NVIDIA drivers are left on version 576.28.

I appreciate that you might not want to install the newest NVIDIA driver if you've had issues before. I guess you're using the Gaming driver? Actually, I prefer NVIDIA's Studio driver on my video editing computers because it seems more stable. I have an RTX 3060 and a new RTX 4070, so I can't fix problems with a specific RTX 5090 setup right now. What HDMI cable are you using? Is it HDMI 2.0 or even HDMI 2.1 compatible? The first two things to try are turning off the connection at 30Hz and then disabling one of your gaming monitors. This shouldn't be an issue for you since you have a 5090.

Thanks for your reply. The cable supports HDMI 2.1, which I used before on my old PC. Now I just plugged it into this new TV. I tried setting the frame rate to 30Hz/29Hz/59Hz or 24Hz, but the only change is that the color goes from RGB to YCbCr, and the video still looks choppy.

I tried this again, but nothing helped. I tested different refresh rates like 24, 30, 59, and 60 frames per second. They all didn't fix the problem. Even when I went into system settings on my screen, checked graphics options, turned off window game optimization, disabled VRR, and turned off HAGS, it still didn't work. I also tried connecting my TV to a different HDMI port on my GPU using a DP adapter, but the issue is the same here. It feels like something is wrong with either the TV or the card. This is very strange because when I watch my local gameplay in VLC, it runs smoothly at 60fps! However, video files in Chrome work fine, Netflix works best on desktop apps and when moving the window to the TV, but Stremio has stuttering problems. That doesn't make any sense to me right now.

It doesn't make sense to me, but it sounds like acceleration is the problem or working fine. The reason this isn't clear is that your two monitors work perfectly, only the TV shows issues. Maybe try running a test on both the monitor and the TV at the same time, and check CPU/GPU usage during those tests. I can't think of anything else right now since changing refresh rates shouldn't have revealed any problems with the TV itself.
