I intend to purchase a Ryzen 2600 and aim for an OC of 4.2ghz. What is the top budget motherboard suitable for this? Can the Ryzen 5 2600 be overclocked to 4.2ghz with the Gigabyte B450 AORUS M and CCPi cooler, Delta fan 113cfm at 10.92 mmh2o?

The fan is likely to be around 45dB! I wouldn't want to deal with that... Look at some video reviews for high CFM delta fans... Not appealing.
