I intend to purchase a Ryzen 2600 and aim for an OC of 4.2ghz. What is the top budget motherboard suitable for this? Can the Ryzen 5 2600 be overclocked to 4.2ghz with the Gigabyte B450 AORUS M and CCPi cooler, Delta fan 113cfm at 10.92 mmh2o?

2600x core can achieve stable speeds up to 4.1 ghz. You shouldn’t face major problems attaining 4.1 with a good b450 board. Most b450 motherboards equipped with a solid heatsink should work well. However, if you have specific concerns, consider the MSI gaming x470 gaming plus. It’s an affordable x470 model that supports running an OC 2700x.

The fan is likely to be around 45dB! I wouldn't want to deal with that... Look at some video reviews for high CFM delta fans... Not appealing.

Achieving a Ryzen 5 2600 at 4.2 is nearly unattainable, as all Ryzen processors hit a limit where further improvements become impossible, even with extreme voltages and high heat. Typically reaching around 4.0 GHz is the maximum possible. The board and cooler you mentioned should be sufficient to push the CPU up to 3.9 or 4.0 GHz.

Considering a 2600x configuration, could this mobile achieve 4.2ghz? Or would choosing an i5 8400 or i5 9400f be better?

The Ryzen 2600 @4.0 is a fair choice. 4.2 requires some chance. Many 2600 models that support 4.2 are now called 2600x.

It's unlikely to reach 4.2 ghz on any motherboard, but it may approach 4.0 or slightly higher. Beyond 4.0 ghz, most Ryzen processors cannot be accelerated further. The board you mentioned should enable reaching around 4.0ghz.

Could using a 2600x or a mobile processor like the A7200 or ASRock B450 Pro 4 achieve around 4.2ghz? Or would it be better to opt for an i5 8400 or i5 9400F?

The 2600x isn't compatible with any motherboard. This processor performs significantly better than the 9400 or 8400 that are functional.
