That's a gigabit upload speed (1000 Mbps) but not a download speed. It's unusual to see the upload be four times faster than the download. It might have been someone else using their connection at home while you were online.

It might be the Killer section on your computer restricting performance. You should turn it off and test again.

I was checking nearby gigabit fiber options and saw an ISP with a "speed toggle" feature. You can pick different speeds like 1000/300, 500/500 or 300/1000. It looks unusual to provide such choices, but it’s possible someone could have implemented it if they had similar capabilities.
