Use rufus for POP OS via a workaround. First create a Linux Mint bootable drive (gpt) with rufus, then rufus will identify it as gpt and permit a live Pop OS boot.

You might also consider unetbootin: https://unetbootin.github.io/. It has always functioned well for me without any problems.
