You can try different tools for making a Pop!_OS bootable USB. Etcher isn’t the only option—there are alternatives like BalenaEtcher, Ubuntu Installer, or even manual methods using GRUB. Check if your USB supports the required drivers and format settings.
Use rufus for POP OS via a workaround. First create a Linux Mint bootable drive (gpt) with rufus, then rufus will identify it as gpt and permit a live Pop OS boot.
You might also consider unetbootin: https://unetbootin.github.io/. It has always functioned well for me without any problems.
