This kind of task is extremely unlikely without a significant amount of chance. It would require a lot of luck to be in the correct position at the right moment and discover "too good to be true" offers that actually exist.
For instance, I found two desktops with i7-4790 processors yesterday at work. I also pulled out several 128GB SSDs from laptops being discarded. Even though it was free, I'm not confident I have any remaining luck to locate a suitable GPU that won't strain the PSU for $100.

For instance, I found two desktops with i7-4790 processors yesterday at work. I also pulled out several 128GB SSDs from laptops being discarded. Even though it was free, I'm not confident I have any remaining luck to locate a suitable GPU that won't strain the PSU for $100.

Schools in Holland tend to be quite tech-oriented. So, consider inquiring about unused old PCs. Typically, they have an i5 4th generation processor with 4GB DDR3 RAM. Look for additional RAM. A decent graphics card would suffice. This is based on the assumption that schools there maintain such technology. All the ones I've visited use some form of computer, so you should find something.
Alternatively, you could save money by buying a used one, but it's still better than spending 100 euros on something that might only help for two years at most.

It seems a system with that kind of specs could run smoothly, though it might not be ideal. Using a budget build around 200$ and opting for used parts could work well. There are some solid options available from AliExpress, like older OEM components paired with decent RAM.

You could also consider purchasing those sets labeled as 'x number of untested' parts, like graphics cards, and test them carefully, keeping the best one for yourself while selling the others at standard used prices.
