I face a task, creating a gaming PC that matches the power of a PS4 or Xbox one. The components need to be sourced from websites offering items under five dollars worldwide, as I am in Holland. The system doesn't have to be brand new. If you have any suggestions, please share them.
It's really hard to assemble a new pc for less than $100. You might attempt to locate a used Dell OptiPlex and a used GPU, but it's uncertain if it would surpass an Xbox One. My main advice would be to look for broken components for sale and repair them, though this would demand significant technical skills and is likely unfeasible.
You can create a computer under $100, but achieving power comparable to a PS4 is not feasible. The graphics card will likely consume half your budget (available on eBay), and performance won't match the console due to less optimized PC games. You may need a more capable CPU—either a low-clocking 8-core or a faster quad-core. Adding a motherboard, power supply, and 8 GB RAM would push you well beyond the budget.

Here's how to do it:
Step 1: Find a friend, colleague, family member, etc. who has a gaming PC at home that's better than a console. Bonus points if you hate their guts.
Step 2: Befriend a burglar.
Step 3: Offer your burglar buddy $100 to break into your friend/colleague's house and steal their PC for you. (PROTIP: you can sweeten the deal by telling them they can keep whatever else they find there, you only want the PC)

Step 5: PROFIT
If you manage to obtain a base system at a low cost or free, you can install a used 580 and assume it has a good power supply. However, spending exactly $100 is quite challenging—you’d likely need to replace the PSU, which would cost at least $25 more. This is what I recently paid for a b-stock Evga during a busy week. For around $150, you could easily find an Optiplex+PSU with a 470.
Purchase an old Xbox one.
Acquire a calculator.
Securely attach the calculator to the Xbox one using hot glue.
Showcase your computer.
