It's happening because the game keeps demanding high performance even when paused. The GPU and CPU stay busy handling the pause menu rendering, which uses a lot of processing power. This can explain why you see heavy usage even though the game isn't actively running.

Uncertain what’s happening. It seems to occur with both AMD and NVIDIA. Switching tabs from fullscreen triggers clock changes and loud whine sounds.

It continues generating frames, but it doesn't understand alt-tabbed states. It simply processes rendering whenever something needs to be shown. The number of problems caused by Microsoft Windows interacting with an NVIDIA driver could be huge when alt-tab is active. In short, imagine asking a person to cut a tree—they’ll keep doing it until the world ends. Even if the tree splits, you told it to cut it.

It’s more challenging to display content when it isn’t specifically designed for fullscreen, making windowed mode a better option.

Yes, the problem resolves when using windowed mode; some games have difficulties running in that setting. For example, it leads to stutters in Witcher 3 unless fullscreen is enabled. I prefer keeping all games in full screen.

Same here, I hold the developers responsible for not resolving rendering handoffs. There should be a clear process connecting the game’s request to display in fullscreen or windowed mode. Are those the only options? I also use a borderless windowed setting in some games.

It's not only me—it's been verified for every game with the problems. That's why I just choose fullscreen. Plus, the bothersome Windows watermark is a hassle. Their mistake caused my activation key to fail.
