I plan to install a fresh NVIDIA driver and check if it resolves the issue. The CPU seems unstable, so it’s unlikely the GPU drivers are the problem, but I’ll give it a shot.

I just opened the detailer part of Task Manager and saw an odd thing. Although the CPU usage chart often hits 100%, the FPS is usually under 60 and only the CPU reaches a peak of about 65%. The rest appears to be handled by a system idle process. The photo was captured when the CPU reported full load while the game ran smoothly.
