Do you have the MSI Dragon Software set up? If yes, attempt to remove it with Revo Uninstaller and check if the issue resolves.
Software issues remain after Revo cleanup. Performance limits in Prime95 are being restricted.

Noted the images and the earlier mention of power limit throttling. I’ve checked all the suggestions online but haven’t found a solution yet. I adjusted the power limit for both short and long durations, disabled the C state, and haven’t tried anything else.
Consider adjusting the CPU current limit to around 220A and manually setting the voltage core clock. Disable automatic adjustment for the core voltage.
