I adjusted the setting to 220 and enabled adaptive CPU Vcore. Prime95 stopped throttling despite temperatures ranging from 78 to 88 degrees. When I started Warzone, its frequency instantly dropped to 4.4Ghz without any restrictions. I’m puzzled about Warzone’s behavior—it runs AVX but I set it to off. It seems to settle at that frequency once it reaches 4.4, even after closing the application or rebooting.

Additionally, MSI Dragon likely includes the MSI SDK, which could explain its persistence. It might be worth removing that as well since some users have reported similar problems.

I truly question who chose to set up an automatic CPU clock lock at MSI without any input. Even if I wanted the dragon to manage my clock speed, why would I restrict it to 4.4ghz with no chance to adjust until I restart? I checked the app and adjusted everything to maximum settings—now the clock stops dropping and stays locked, running Warzone at 4.7ghz smoothly. This lets me focus on stabilizing the voltage. Thanks, Shrimp, Dark, and Chris. For anyone facing a similar problem, remove or delete all MSI Dragon Center and SDK files.
