I haven’t performed any overclocking and have only tested low settings at 1080p and 1440p, but I’m still getting used to optimizing performance.

I possess a 12900k at 5.2 ghz, with 3600mhz RAM, an RTX 3090, and a Cl16. At 1080p I achieve 160-210 fps in Warzone (competitive mode, Windows 11). Temperatures remain minimal—GPU around 50 degrees and CPU between 60-70 degrees.

I understand. The main distinction is clear. In my setup, only the RAM is performing poorly, while the CPU and GPU are running at overclocked speeds with custom water cooling.

It looks like the performance isn't as high as expected given the system's capabilities. The 1080p resolution already feels limited, and a 3090 might be too much for that setting. You're probably aiming for a higher resolution in the future, like 1440p or better.
