Yeah, 1080P..
CPU bottleneck.
Well known issue that the 2700X etc can't keep up with the 1080Ti, 2080 and 2080Ti at 1080P.
Nothing you can do except upgrade to a 1440P Monitor.

Irrespective of the choice, it will still become a bottleneck at 1080P. The most effective solution is to upgrade the monitor to a 1440P model.

The 2080 offers limited strength for 4K, though it should function. It depends on your setup and the TV model. A 1440P monitor is ideal.
