Alright team, I switched turbo boost on. The stock CPU and frame rate are looking much better under normal conditions. I’m planning to push it higher now, but so far it’s holding up just fine—both are still stock performance.

What system are you using? SSD or HDD? If it's an HDD, how recent is it? What is its spin speed? Your concern seems to be a hard disk issue unrelated to other factors, occurring mainly during driving, especially in city areas.

Attempted another try with CPU overclocked to 4GHz; performance improved slightly but at high settings it still crashes to around 45-50fps during traffic. No solutions found—afterburner confirms the CPU is at max, yet I’ve spoken to users with 970s models who report fewer drops. Everything else seems idle during this situation, which is odd.

it's not your CPU, it can handle GTA V Ultra. Your GPU also performs well at any setting, even at 4K resolution. Are you using the most recent GPU drivers? And is this an updated version with all patches applied, or a pirated copy?

It's odd, right? I've got the newest drivers, all updated and available on Steam—no piracy detected, 353.30. The latest version is mostly for city users, and I'm trying to track down the problem first.

Perform a fresh installation? The game isn't optimized much at all, and on my 780Ti it's consistently around 30-55 FPS.

Switch to NVIDIA Experience, let it auto-detect and configure your preferences. After some issues, I opted for the default settings and everything worked perfectly. Whether I was using a GTX 770 or a more recent GPU, I achieved smooth 60fps at 4K with all advanced options off. Soft shadows were applied by default. A similar result would likely appear with a 980i.
