In the past specifications I didn’t notice anything clearly wrong except for the Cat 7 cable. Probably of poor quality or fake.
You just need a solid Cat 5e cable made of copper, round, with AWG 22-24.
The issue here might not be the cable itself.
I’ve noticed a pattern with gaming sometimes—things aren’t as enjoyable anymore. It’s common to see this.
Play and have fun when you want to. Stop when you’re not.
If you can’t, that’s a different story.
But this isn’t my specialty (full disclosure), so such talks should be on other platforms.

Additionally, there seems to be some irrelevant information about your HDMI cable performance with NVIDIA Control Panel, while your DP 2.0 remains stuck at 8.

Verify that mouse acceleration is not active in Windows or the game. Concerning the network and video cable, the first issue can be completely dismissed unless it's an online multiplayer game. The video at a lower resolution will feel odd due to the reduced framerate. Regarding the network cable, it’s unlikely to be the cause. The ping or slow/unresponsive modem/router is more probable. Lastly, I’ve noticed with my RX6600xt that even light games like Genshin can occasionally stutter or experience minor delays. The reason behind this hasn’t been clear, but it might be similar for you—though less common on your faster system.

I understand your RTX 3080 is running very hot often. It might be due to insufficient cooling inside. I could possibly move to a friend's place in two months to check.

It seems like the mouse on Windows with enhanced precision feels very sluggish, but it speeds up when turned off. The mouse acceleration is disabled in Apex, which is the best I've noticed so far. My aim was always solid, but I'm struggling right now, lol.
