It seems the CPU isn’t showing any bottleneck issues, usage stays below 100%, and there’s no driver problem. The RAM speed is what I’d check next—it can affect performance in games like Fallout. The 1866 standard is working well for me.

I've encountered a comparable issue. By overclocking my RAM, I've improved GPU and CPU efficiency, but new drivers or Windows updates often disrupt the results. When Crimson launched, everything ran smoothly—compass worked perfectly. Fixing the compass dropped performance to baseline. I'm still troubleshooting it myself.

I managed to reach 2400mhz but didn’t notice any improvement, my timing was poor. Now I’m back to 1866 and it seems to work better. I’m checking out a 2400 with tighter timing if the rates stay until Tuesday when I get paid.

Even at 4.5 GHz, the single-core speed isn't sufficient to avoid limiting your GPU's capabilities. Rendering runs without threads using D3D11, making thread performance crucial in games with many draw calls. A 6700K would likely be necessary, and possibly requiring optimization, to maintain a stable frame rate in Fallout 4. Your AMD graphics card also contributes to the issue, as its driver handles fewer draw calls than Nvidia's. Furthermore, the CPU's MT performance is weak, which can cause additional bottlenecks beyond rendering. Edit: Improved RAM speed can help with CPU-heavy games, but simply upgrading it won't instantly raise your frame rate by half a number.

Adjust shadow distance and God rays to medium. Your CPU and RAM are sufficient. The system is running a 4690K at stock 3.9, performing well at 60% load with all settings enabled except these two.

This is because the medium shadow setting is designed for consoles, so adjusting it there works best. Try heading to Nexus and applying a performance mod; you’ll lose a bit of detail but keep all the desired FPS.

Fallout feels just like it does for me. The game runs smoothly at 60fps, which means my graphics card stays around 50% usage. That keeps things efficient and quiet.
