My peak GPU utilization reached 100, though the changes were genuine, and my CPU peaked at 82. Simply sharing the details

Open your Nvidia control panel and adjust the prerendered frames to be at least two. This setting may help, especially if you have an Nvidia card; it’s not guaranteed for AMD systems. There’s a 50% chance this could resolve the issue, though many fallback games only offer this option at level one.

The same problem occurs, likely due to the game rather than your setup. For me, turning off V-Sync and limiting frame rate with Nvidia Inspector helped. (You have a 290.)

He has a 290 based on his signature, suggesting the recent changes might be causing problems. I recall @App4 mentioning issues after a new feature was added, possibly related to freesync. They should have prioritized those fixes instead (Crimson drivers).
