Thats a simple (albeit time consuming) fix. Either delete the lower level, or place an occlusion plane between the two (although an occlusion plane directly under the first level would be a good idea regardless, especially in hilly areas where you can't see the lower elevations past the hills anyways) If Bethesda doesn't patch it, there will probably be a mod that fixes it. Hell, I'll give it a shot when the GECK comes out if I can find the time.

I recently returned to Fallout 4 after a break in BOIII, and I must say the game still runs very smoothly for me. I played it on my 980m with ultra settings and a fixed 60 fps, without any stuttering. Of course, this was on an i7 processor, 980m RAM, and 16GB of HyperX memory—so there are definitely performance limits. My CPU reached about 90% usage during gameplay, and the graphics card was operating near 85%. Anyone facing problems should consider switching monitors to find the issue.

It seems the latest update improved uwsg support significantly, removing the surrounding assistance. The ini file still functions properly, though a minor UI glitch appears. If you require guidance on configuring the ini for new displays, feel free to ask.
