Thats a simple (albeit time consuming) fix. Either delete the lower level, or place an occlusion plane between the two (although an occlusion plane directly under the first level would be a good idea regardless, especially in hilly areas where you can't see the lower elevations past the hills anyways) If Bethesda doesn't patch it, there will probably be a mod that fixes it. Hell, I'll give it a shot when the GECK comes out if I can find the time.
