I'll test it this weekend, but completely disabling the main monitor will improve the secondary one's speed—switching from 144Hz to 60Hz on the main monitor only works for YouTube.

The main issue stems from how the interface interacts with the display settings. Adjusting the mouse position temporarily stabilizes the frame rate, but once you let go and close the menus, performance drops significantly.

If the old CPU resolves the problem, could power consumption be the key factor? I think I might have PBO enabled, XMP activated, and everything maintaining its previous speed and settings except for the new CPU (which is running slightly slower under load).

I thought this might be related to Nvidia cards, but it could affect more systems. Previously, I experienced this when watching a video on a 60Hz display while playing a game on a 144Hz one. It might connect to varying framerates or VRR (G-Sync/Freesync). I resolved it by connecting my second monitor directly to the CPU display output. However, you'll need a CPU with integrated graphics, which the Ryzen 7 5700X3D likely lacks.

It seems I focused mainly on the changes since the problem began, especially the CPU which clearly uses more power. The monitor is indeed quite old, but it functions properly with DP and my Macbook, suggesting the issue might lie in the power supply or the HDMI cable itself.

It seems the issue popped up recently after installing the new CPU, which is puzzling since the previous model ran smoothly. Also, turning off the main monitor or changing the refresh rate appears to make a difference (though it doesn’t for Plex).
