I don’t have access to Dota 2. I was looking for a way to allocate part of my internet connection to gaming and another for streaming, but it’s unclear if that’s feasible given your router settings.

The best approach is installing a router with QoS capabilities. You can either request the ISP to assign specific IP addresses (upgrading the router) or add another router that offers strong QoS, then use your current ISP router as a modem. Routers with good QoS provide two main choices: high-end models that are costly but straightforward to configure, or budget options that require installing third-party firmware like DD-WRT or Tomato, which are more complex to set up.

Change your setup for each task. Streaming in high quality with both CPU and GPU should work, but running games alongside it might cause issues. Try using two monitors at the same time—results should be comparable.

Good luck with your bufferbloat test. It seems there might be packet loss from your ISP when you're close to your speed limit—something you can't change on your end. You could try complaining, but they’ll likely just blame traffic or say the speed is up-to-date.

It wouldn’t surprise me at all, even if the link drops or the router suddenly burns. They’d just say it’s fine or ask if I need a technician (and charge for any issues). Thanks for the great team! O_o
