Hello. I faced some instability problems with my overclock and overall system. I wanted to begin anew, so I updated the BIOS before, as there are four newer versions available for my board. I managed to install the BIOS update successfully. I then ran Cinebench R15 tests using only XMP enabled to check everything was functioning properly. Initially, the first few runs worked well, maintaining 4.6GHz across all cores as expected. However, after a couple of runs, I observed my core clock throttling down to 4.2/4.3GHz. According to HWinfo, it reported "Power Limit Exceeded" for all eight cores. https://gyazo.com/060f6aaf5deb2fa2517b9c919f76e685 I understand that adjusting the long and short duration power limits in the BIOS might help. But my CPU is supposed to run at 4.6GHz on all cores by default, which includes Turbo Boost functionality. With a completely fresh BIOS, everything should be set to the stock configuration. Why is this happening? My specifications: i7-9700K, Asus Rog Strix Z390-F NZXT Kraken X72, Asus Rog Strix RTX2070 Corsair Vengeance RGB 3000MHz @ 16GB (2x8), Corsair RM750x. Best regards.
It seems the motherboard might be limiting the CPU's power, possibly due to updates in the BIOS.
These issues are manageable and influenced by various parameters. When the CPU hits its capacity, it won't increase further. Similar restrictions apply to power and temperatures, which you can see in HWiNFO. Have you turned on MCE during BIOS setup? That helps bypass certain constraints.
Everything defaults except XMP is active. MCE runs in auto mode, letting BIOS adjust settings. If MCE is enabled, it likely attempts to raise all cores to 4.9GHz when loading. You can achieve higher speeds than the expected 4.6GHz by running two Cinebench R15 tests, but the third one throttles due to power limits. I don’t recall the exact boost method Intel employs, but I think power limits are tied to runtime constraints. Boost likely stops after a certain duration, and any drop in performance might stem from power restrictions. I am pretty certain there is a duration limit for all-core at 4.6GHz and it won't hold that indefinitely.

I haven't heard about that before. Right now I'm playing a game with 4.6GHz consistently—no throttling detected. It seems the performance gap between the game and Cinebench R15 comes from how data is sent to the CPU, which is why the power limit gets hit during Cinebench but not the game.
