Your screen could be limiting your FPS, Samsung isn't the top choice for gaming overall. I own two of their screens for media use instead of games. Noted that your OS is Windows 7—it might perform better on Windows 10. My older setup, which is older than yours, worked well with Windows 10 while keeping Windows 7. I used a MOBO: MSI Big Bang XPower II (MS-7737), an i7-3930K CPU, GTX 660 Ti graphics, a boot disk from Samsung 830 256 GB, Corsair XMS3 DDR3 RAM at 1600MHZ. I only replaced it because I wanted to build a new system; the MOBO I mentioned failed completely. For better stability, upgrading your hardware would be wise.
If your friend scores higher with a 970, something may be amiss. I’d reinstall Windows because the recent updates 1803-1809-1903-1909 caused major issues. Download the latest ISO from the official site and install while offline. Keep drivers off during installation. Disable automatic driver setup as suggested.
