Sorry for my lack of knowledge,
I'm uncertain about the circumstances but it seems related to the power supply in my hometown, which sometimes loses electricity without any warnings. That's why I always turn off my PC before going to sleep. When morning arrived, I intended to work on my thesis papers, so I accessed the System Unit. But nothing starts up; the keyboard and mouse are dark. I attempted to reinsert the RAM and moved it to another slot, but also tried powering it on without the RAM, which produced no beeps.

My specifications:
ASUS H97M-E Motherboard
(Bought in May 2015)
Intel i5-4460 3.20 Ghz
(Bought in May 2015)
GIGABYTE GTX 1660
(Bought in November 2019)
KINGSTON 480gb SSD
(Bought in July 2021)
1x8GB RAM Kingstone HyperX Fury DDR3 1600hmz
(Bought in May 2015)
DEEPCOOL DE600 V2
(Bought in July 2021)
24' 60HZ Monitor
(Bought in May 2015)

Update
: Visited my nearby Computer Store. They identified the problem as STATIC. The employee cleaned the RAM and GPU with an eraser, then reinserted them. The system restarted into the ASUS BIOS and booted up in about 30 seconds. I'm wondering why STATIC leads to this issue—could anyone help explain so I can prevent it next time?
Edit: Apologies for the lengthy update. I've been busy lately and couldn't respond.

Hello update! I replaced the CMOS battery but it didn't work. I took out the old one and waited 5 minutes before putting the new one in. Now I'm unsure what to do next and feel stuck. My only choice is to take it to a repair shop. Thanks for your reply.

The most likely choice seems to be the somewhat outdated PSU being used.

Thanks for the reply. I just want to make sure it's just a PSU issue.

Is the BIOS battery's plus sign clear when you inspect it? Can you jump-start the PSU using a paper clip test? Watch: https://www.youtube.com/watch?v=Ea1dcJ0QyAE

The CMOS battery is correctly placed, and the + sign is clearly visible. For jump starting the PSU, I believe it’s not essential because the Mobo has a LED indicator that confirms the board has power and activates the fans from the GPU, CPU, and chassis. I should have mentioned earlier that my PC would sometimes shut down unexpectedly, even when only opening Chrome with a few tabs. This happens when playing certain games like CS2 that demand high GPU power (over 85%). The shutdown forces me to restart it.
