1) Core voltage mode is something I can assist with. I'm not very experienced with offset mode, but I know some people rely on it. Most of my overclocking has been in other modes.
2) Haswell tends to overheat between 1.2V and 1.3V. Generally, you'll reach your maximum around those levels. The DC refresh chips usually worked fine between 1.25-1.35, but the original Haswell chip wouldn't exceed 1.25V to 1.3V without a proper closed loop water cooler or a special cooling solution.
