Engaging in conflict with the ISP
I noticed the provider codes and decided to use BYTES for the test details—still figuring things out and happy to admit I’m not very sharp. Yes, they need lots of users on a hub offering that much bandwidth, and until someone voices a complaint they’ll keep it that way.
Several users claim the speedtest.net application consumes less CPU, which may provide a more reliable speed measurement. It seems to be limited to Windows 10. I recommend checking http://dslreports.com/speedtest for potentially better performance. There are also reports that the Hauwei HG8121H sometimes caps at 100Mbit despite contacting the ISP for assistance. Switching it to bridge mode and using a stronger router might help, though finding affordable routers that support Gigabit speeds is challenging.
