It's likely that connecting ROMs isn't permitted (due to ambiguity), but discussing it is acceptable. Emulators themselves aren't illegal, though ROMs can sometimes be.

Which system are you trying to recreate? I’m not familiar with arcade emulators, but I know some for home consoles such as PS1, N64, NES or SNES emulators for your PC.

You should obtain Mame32, it's the most recognized arcade emulator available. It's legal since it doesn't include any games. The main concern is downloading the Mame32 files (they're bundled with many games), which I can't share links or details for.
