I occasionally stream and before upgrading I used an i5 4670 and a GTX 760. I could handle 1080p at 60fps and 720p without issues, but the lower resolution was due to software constraints rather than hardware limitations.

You're setting up for a 720p stream at 30 frames per second, but since it's not a partner, you'll need to stick with 30fps.

I understand and even with the details I have (look at my profile), it puts a lot of strain on my PC and the stream quality might not be ideal.
