for network latency hunt there are registry adjustments that assist with reduced latency, yet they tend to diminish bandwidth, as windows is set up for maximum bandwidth, high latency, not mentioning system latency or timers in favor of lower power consumption

these adjustments won't be made since they reduce my download speeds too much, and I still received a ping of 20 which is quite acceptable.

As mentioned before, that's possible. Perform the task on two separate physical drives, connecting just one during each OS installation. And don't be surprised if, after all your adjustments, your FPS doesn't improve dramatically.
