I utilized a Dell OEM disc along with a Dell OEM Windows 7 license. The disc isn't restricted to only Dell machines.

Use the setup wizard, agree to the conditions, and select "Create installation media." Let Windows suggest options or modify them. Pick either a USB flash drive or an ISO file—ISO is best for repeated use. Set the desired location for the file and finish the process.

It's possible installation media never existed. Some sellers are so slow they include an installer on the disk but won't provide one when asked. After partitioning or setting up a RAID, things become complicated.

You can still use your Windows 7 key to set up Windows 10. Just did it a few days ago. Get the Media Creation Tool from Microsoft, make a USB drive, install Windows 10. When prompted for your key, enter your Windows 7 key and then it will install Windows 10 with an official license.
