It's possible installation media never existed. Some sellers are so slow they include an installer on the disk but won't provide one when asked. After partitioning or setting up a RAID, things become complicated.
You can still use your Windows 7 key to set up Windows 10. Just did it a few days ago. Get the Media Creation Tool from Microsoft, make a USB drive, install Windows 10. When prompted for your key, enter your Windows 7 key and then it will install Windows 10 with an official license.
I'll attempt this upon returning. Present at work Right now, if I obtain a Win 10 ISO, I'll give it a try.
