Not exactly. In five years you'll be able to purchase a CPU under $100 that surpasses the Ryzen 3600. The idea of being "future-proof" doesn't really apply. It's better to plan for PCs with an upgrade cycle of two to three years now. Core counts and IPC are getting better each year, and Intel and AMD are competing well. Things aren't stuck like they were in the first half of the last decade. PCI-E slots are backward compatible—you can use a new GPU in an older slot. An RTX 2080 would run on a PCI-E 2.0x16 port with an i7 920 CPU from back in 2009. Not perfect, but performance drops because the GPU uses more bandwidth than the slot allows, which is still 11 years ago. A PCI-E 4.0 GPU in five years will fit perfectly in a 3.0 slot.

When we reach under $1000 GPUs needing 16x 4x slots, we'll likely be using PCIe 5.0, possibly in five years. A GPU with twice the performance of 2080 Ti might drop a few frames when switching from 16x 4x to 3x. A GeForce 5060 could cost around $1660 and slow down by 3x, which probably won't be available for more than five years unless it's a niche market item. The main advantage of PCIe 4.0 is better connectivity—more lanes for SATA, M.2 USB 3.0, etc.—giving the CPU more bandwidth. For now, 4.0 SSDs or GPUs will be needed only in specialized environments, not mainstream desktops.

Absolutely! With the extra funds, you can upgrade to a better GPU. You’ll be able to purchase the Asus Prime X570-P or the Radeon Sapphire Pulse RX5700XT, and with that, you can easily reallocate the remaining money to other components.

I understand your perspective, but I'm focusing on selecting a durable motherboard for long-term use. The idea of "future-proofing" isn't straightforward, yet I'm aiming for the best value over time. Regarding the B450 model, updating the BIOS for a Ryzen 5 3600 isn't necessary unless you plan to use it in a high-performance setup.

You're suggesting the x570 is a poor decision right now, possibly a financial waste. I'm aiming to maximize value from our collaboration, but a friend recommended the x570 instead of the B450, especially if I plan to keep this setup or upgrade my graphics in five years.
