Wifi frequently drops and experiences packet loss, yet it remains hidden in the wifi chips, so nothing appears to be wrong. A real 20-second drop would be noticeable, allowing commands to be sent during that period. You might suspect the interface is entering a disconnected state.
Compare the IPCONFIG /all output when it functions properly versus when it fails.

A low upload speed could indicate the router isn't receiving the signal properly. Make sure the antenna is securely connected to the computer's ports. Try positioning the computer so its back faces the router. You might also experiment with other angles; wifi signals can travel through walls but may bounce off surfaces, such as an open door, allowing the connection to work.
