I recently bought a new graphics card called an RTX 3090 Suprim X and I'm not getting the game results I hoped for. When I play games at 1440p on a 144hz monitor, my graphics card isn't being used fully 100% of the time. This causes choppy gameplay and stuttering. My computer has these specs: an Intel i9 9900K processor running up to 5Ghz, an RTX 3090 Suprim X from ASUS on a MAXIMUS VI motherboard, 16GB of Corshair Vengeance RGB PRO memory, and an 850W power supply. People say my CPU or RAM is holding back the graphics card, especially because my motherboard uses PCIe 3 instead of PCIe 4 which the new RTX 3090 likes more. I am thinking about upgrading to either an Intel i9 12900K processor or a Ryzen 9 5950X processor plus at least 32GB of fast RAM. Is this going to help my graphics card?

A quick way to check if your CPU is really holding the GPU back is to lower graphics settings and see if performance jumps up. If it doesn't get better, then maybe you need a new CPU. Some people worry about the PCIe connection speed, but an RTX 3080 doesn't lose much power on a faster connection: https://www.techpowerup.com/review/nvidi...ng/27.html

When I lower my graphics settings, the FPS stays low and the PC still gets stuttery. In games like Fortnite and Warzone, my GPU usage bounces between 40% and 60%. It makes my computer run slow when loading into games; for example, if a YouTube video is playing on my second screen, launching Fortnite or entering Warzone can make the whole thing crawl to a stop for about 3 to 4 seconds before it goes back to normal speed.

I have two big hard drives for storage: they are both fast, but I only use the second one as the main boot drive. That one is a huge 1TB disk with M.2 slots. The other two are smaller SSDs that hold all my games since they're super quick and take up less space.

So some part of me doesn't feel super sure that the CPU is holding the video card back, but digging deeper in my head would need: turning down the overclock setting so things don't go wrong later. But if you really want to build or upgrade anyway, I think it's okay to get a 12th gen platform. There are still those "what-if" moments with AMD's Ryzen 7000 chips or if you wait until Intel releases Raptor Lake. In that case, if you can wait, then just wait and see.

My only overclocks are the i9 9900K clocked at 5 GHz, along with an XMP setting on my memory.

Most aftermarket graphics cards come with built-in overclocking settings from the factory, but not all of them, especially the cheaper ones at the bottom end.
