3080 is too much for 1080p in any game.
A 3060Ti will provide 60fps and more in Cyberpunk with all ultra max settings enabled, RTX active, and plenty of eye candy.
The rest of your PC also plays a role.

I don't see any change between high/ultra and psycho, whatever the one before psycho is. Honestly, the game seems fine without all that eye candy, but with a 3080, it would be foolish to play the psycho or anything higher.
