Check if the Nvidia GeForce RTX 3080 can handle Cyberpunk 2077 at full graphics settings on 1920x1080 with steady 60fps. Also, determine if DLSS must be turned on.

3080 is too much for 1080p in any game.
A 3060Ti will provide 60fps and more in Cyberpunk with all ultra max settings enabled, RTX active, and plenty of eye candy.
The rest of your PC also plays a role.

I don't see any change between high/ultra and psycho, whatever the one before psycho is. Honestly, the game seems fine without all that eye candy, but with a 3080, it would be foolish to play the psycho or anything higher.
