I've encountered this problem with multiple recent installations and OEM licenses, but it seems they require using the Microsoft option. So far, they haven't rejected me.

Place your laptop's HDD or SSD inside the case and start the system—it might function. I understand it could say you need to reactivate it since it noticed a hardware change, but it’s worth giving it a try!
