You should use a mild dampening method. A solution with Chloroxylenol and ethanol can work well for light cleaning of thermal paste residue. Just ensure it's not too harsh on the components.

It should likely function, though chloroxylenol might remain as a leftover after washing. It’s not perfect, but it should work without harming your parts. Handle it carefully around pets, as it’s highly poisonous to many animals.
