In my past work with electronics manufacturing, we relied on 99% IPA for removing residues. I continue to use it for cleaning CPU and GPUs. You can find it in tiny spray bottles at most electronics supply shops or drug stores.

It seems likely it's correct as long as it doesn't run. He might try letting it dry in rice—it could help. (Linus' laptop got wet and he managed to fix it) Of course, that's not advised.

In theory it's acceptable, but in reality it poses significant risks. You might also observe that the flowing water didn't effectively remove the debris. I suspect using that quantity of isopropyl alcohol would have resolved the issue without endangering the parts. However, with such a large amount, having a fire extinguisher nearby would be wise.

I tried this on an old motherboard I didn’t pay much attention to—it performed well. I used a toothbrush to reach tight areas, then dried it with a hair dryer and left it there for a day to confirm. Make sure to take out the battery first.

Engine desgreaser performs well on various tasks. I recently cleaned numerous computers across multiple schools in a big California district. Wear protective gloves and ensure good ventilation. Mix degreaser with water in a bowl or dish, then apply with a soft nylon brush using a rag. These jobs were particularly dirty, especially the classroom areas.
