It's understandable to be puzzled by the differences, but both your 2060 and 4060ti models seem to function normally. The issue might be related to other factors not mentioned here.

I'm also observing that basic activities lead to my computer freezing. For instance, I opened chrome and both screens went dark for ten seconds before coming back on. Or the PC would become unresponsive for a few seconds after launching the start menu. Even when trying to boot up, the spinning dots would freeze briefly.

Consider changing the PCIe cable. Also, make sure both sides (at the power supply and the graphics card) are securely connected.

I recommend checking Reliability History/Monitor and Event Viewer for associated error codes, warnings, and informational messages.
More frequent or inconsistent errors often indicate a deteriorating or failing power supply unit.

If you haven't already attempted forcing the motherboard to operate in PCIe 3.0 mode, and that succeeds, then the issue likely lies with the riser cable. If it is the riser cable, you should probably think about replacing it or opting for a different one, especially if the pricing makes a 4070 more appealing since it provides x16 lanes instead of x8.

I changed the power source entirely to a Corsair SF850L but still encountered the same problem. I'm confused about what's causing it.
