Download irfanview, it's free.
Merge images into one, arrange them as desired, then click create image.
In the file->safe as... menu, choose pdf as the format.

I went to Image but the choice was "Merge images (Simple Panorama image)...". After clicking the "Create image" button, the JPEG photos became a long thin one (similar to a panorama). Is there an option to combine the images together as they are without turning them into a narrow strip? Another issue is that my 43" 4K TV displayed the screenshots clearly, but when I converted them to PDF Expert on my iPad and saved them, the quality was low—edges of letters appeared blurry. The individual JPG files also looked poor. I noticed in the Save as options under Capture Setup that the default save quality is set to 80 (maybe 80%?). Besides adjusting it to 100, what else can I do to improve sharpness and text clarity? Right now the program only has these defaults checked by default: preserve original EXIF data (if JPG to JPG), keep original IPTC data, retain original JPG comment, maintain original XMP data, reset EXIF orientation tag. Should I try "Try to save with original JPG quality (estimation)" and adjust the file size? It’s currently 150kB by default.

You have options for vertical or horizontal layout in irfanview and the ability to add spacing in pixels between images, which might improve how your PDF app processes them.
You can also search Google for a virtual PDF printer driver that enables printing photos to PDF using any Windows program supporting images and printers.

Do you possess MS Office or LibreOffice? Paste these files into a Word document, organize them as desired, and then print to PDF.

Ensure the files are formatted as standard PDFs without any Panorama settings. Combine them into a single PDF document for printing.

Well, it's a picture software and not a design (DTP) or a pdf creation software, for pictures there is no one per page, there is only picture or no picture.

Do you have a reason why the text quality appears lower on your iPad compared to your 4K TV after combining images and generating a PDF? You're working on Windows and want to avoid this issue.
