Saving as a PDF isn't really a great idea, especially with a big 4k screen. I remain intrigued about the need for a PDF...

Are these 4k resolution images containing text? Is your iPad able to display 4k quality? Have other 4k text photos encountered similar problems? I suspect the iPad isn't designed for clear 4k text reading. If its native resolution is lower than 4k, parts of the high-resolution image will overlap with screen pixels, resulting in a blurry view.
