You only need to log into any websites you use often. Maybe try OneDrive or some browser accounts. I usually keep two users so I always have an extra backup if something goes wrong. Long ago, I had a broken user which actually solved the problem for me.

I wiped that user account, but I saved all their data first. It looks like the person's computer is broken anyway Sad

It is likely not common because they are not supposed to handle Windows issues. Steam itself doesn't have that kind of support for regular problems.
