When playing games and other activities, I notice my CPU usage is high. This is my first PC, which I purchased at the end of August this year. The stuttering is getting frustrating and I’m starting to lose patience. I have a 60Hz monitor and enable Vsync in the NVidia control panel and in games, but I experience 1-4 fps drops, which is annoying to see every five seconds.
(I own a HP Pavilion TG01-0170m CTO Desktop)
My specifications are:
Ryzen 5 3500
Nvidia GTX 1660ti
16GB of RAM
Toshiba Dt01aca100
HP Erica 8643 motherboard

Do I face a bottleneck?
Absolutely. No matter how strong or balanced your system seems, there will always be a point where a bottleneck appears.
The important thing is whether this issue shows up at a level that affects your experience with the games you play. If you're content with what you get, then it's not a big deal.
I own an i5-3470 and GTX1050. Most users would consider this insufficient and expect bottlenecks in most recent titles. I don’t mind, as I still manage to play solidly enough that upgrading feels like a priority.

It's just the Ryzen 5 3500 it doesn't mention u or x at the end

high cpu with v sync off, but with a 60hz monitor i'm unsure if that's the issue—it leads to microstutter when using vsync. I'm expecting improved performance once it reaches 240hz.

I enjoy a wide variety of game types and have a 16GB RAM with a 3200MHz processor.
