I've been running that cooler with my i5 2500k for a long time. Recently I upgraded to the Z390A Pro and the i7 9700K, but now I'm experiencing temperature issues.

These readings occur when the 0.95 Vcore is off and the turbo is not active.

I wonder if the Pump RPM is accurate but have a blockage. Maybe air in the system. The problem is these aren't exactly serviceable. It's a throw away cooler really. You can put a fan right at the base of the waterblock. on the left side. This will help cool the VRM package area and cpu socket area. I'd investigate the cooler though. Something is not working right with that cooler. You should have close to throttle temps, but not over. If the cooler is heat soaked, you will feel heat coming from the radiator. If the heat 100c is within a few seconds, there is a mounting issue or the pump isn't moving coolant. Remember this block is simply a cold plate. if water isn't moving, it's almost instant throttle temp.

I sense a strong chill emanating from the radiator (its exhaust) despite the CPU running at 100°C. I’m confused as to why it doesn’t feel warm.

Since the pump isn’t working or the waterblock isn’t sticking properly (we’ve checked multiple times), consider replacing the cooler. At least get one with a capacity of 120.3 liters (or around 360mm).

I still sense a vibration from the pump when I touch it, so does it work properly? If the cooler isn't functioning, should I consider buying a Noctua N-HD15? I prefer quieter water coolers.

One pipe is about 5 degrees higher than room temperature. The other pipe is extremely cold.

If you add a large air cooler, you won’t need to worry about a pump. It’s a more straightforward option that works well. However, you’ll still have to consider RAM and the space around the case.
