Hello, I improved my motherboard and my current PC setup looks like this: i7-9700k M-series Z390-A Pro with Enermax LIQMAX II 240 AIO cooler, 16+16 Crucial 3600MHz CL16 RAM, GTX 1660 Ti. With turbo on, I can't run any games even at 20°C room temperature. The CPU is extremely hot (over 100°C) and I couldn't use turbo since I bought the new parts. I used my 9700k with turbo off (3.6GHz). I tried overclocking to 4.2 with a 1.15V core voltage, but even at that low voltage, I always stayed around 45-50°C at idle and 90-95°C under load. Can someone explain what's happening? I changed thermal paste multiple times and replaced the cooler once. Nothing helped. The fans and pump are working perfectly. I feel cold in the room when the CPU hits 100% load. I'm considering returning the CPU or buying an 8700K and replacing it. I don't know what to do, please help me. Sorry for the poor English—I'm not my native language.
The only idea that comes to mind is the mount shouldn't be too snug. An 8700K would overheat since it lacks heat sinking, and being unsoldered makes it less practical.

Ensure ample paste is applied and remove any sticker from the cooler if needed.
Are you certain the pump functions correctly? Did you apply the correct header for your pump? I adjusted the CPU header to voltage/maximum speed, then utilized my software to manage pump speed.
A recent check confirms the pump operates within safe limits. The manual specifies a maximum of 2700 RPM.
Are you certain you removed the plastic from the cooler? If yes, bring it back and choose an NH-D15. It mentions you should use a small arrow to do this.
