The motherboard's User Manual might include some explanation of the BIOS functions and features. I can't give you a clear route to the relevant setting since it usually requires searching through the BIOS. Please double-check your discovery before making any changes. The matter is important. Because this concerns overclocking, I'll shift this discussion there. A fellow user might know your motherboard and BIOS and share a direct guide.

If your system operates at a level requiring LN2 cooling yet isn’t utilizing it, the CPU will overheat rapidly and could cause serious damage.
Highly unlikely you have LN2 cooling installed. The main concern is identifying why there’s a 2.78 cap.
Check if the motherboard includes a slow mode switch or any jumper connections—any LEDs?

I didn't locate any switch just a red light close to the RAM modules.

In short, I discovered the problem and I'm feeling pretty confused. All I needed to do was change my power plan to Balanced instead of High Performance. Thanks for your time and sorry for the trouble.
